What i see is an anachronism from times where computers were expensive and were shared between people.
Every session was limited and couldn't be wasted by user. Like a RPG, with Motd serving
as "Greetings hero, you're on quest to %s and here is %some advice%" with quest being their use of the system.
Now everyone and their dog has a desktop, laptop, netbook and/or PDA used anytime, anywhere without stupid restrictions(though if you use clouds/thin clients/mainframes you might be limited).
