You are right, up to a point. There are types of content which rely heavily on style but such content is usually artistic in nature (i.e. useless). Technical content can be reasonably decoupled from the style of presentation and should be to allow different forms of presentation (dependent on form factor, device capabilities, etc.). So a vanity page of an artist is useless without a strictly defined style. On the other hand, a keyword index has to be only kept in proper order; font, background are secondary characteristics and 99% of their combinations have no effect on it's core content.
