You are right, up to a point. There are types of content which rely heavily on style but such content is usually artistic in nature (
i.e. useless). Technical content can be reasonably decoupled from the style of presentation and should be to allow different forms of presentation (dependent on form factor, device capabilities, etc.). So a vanity page of an artist is useless without a strictly defined style. On the other hand, a keyword index has to be only kept in proper order; font, background are secondary characteristics and 99% of their combinations have no effect on it's core content.
