how i program well

hey guys i was wondering if anyone could give me a good book/resource for learning C++, if it matters any i'm running Windows XP.

i once tried reading Bjarne's book.
that guy really knows how to pad things out.
i stopped reading because the first 50 pages seemed to be nothing but the "philosophy" of sepples and OOP.
