PHP + MySQL + SQLite

I read something like this somewhere, but I am not sure if it would work; I think it was just some kind of theory..

username, password = { Hash + Salt }, store in SQLite dummy db, initialize connection with SQLite, sort database details (which are now hashed, and salted) into variables, close sqlite connection, initialize mysql connection with db details retrieved from sqlite, and have teh sqlite db connection details change weekly.

Is this a good idea, or is just a waste of time?
