no it's like a programming game because you have to make your own client to drive your army. but the game itself would be like in starcraft or age of empires where you have loads of units fighting one another but you also have an economy to look after.
although earlier versions probably shouldn't have a "buildings, build units, harvest, etc..."-element: they should just be like every player gets to choose 20 units and then start to battle in some epic playing field
