I'm sure there's a PHP API for access to remote DATA ENTRY PROFESSIONALS. You have to pay a small fee per API access, but it should be most reliable.

I don't know of anything for PHP, and any solution is going to be limited to a specific piece of captcha software, but here's a greasemonkey script for decoding megauploads captchas that works pretty good[1], you could also check out this[2], but I can't vouch for it.
