1. Given that I'm the only one who has actually shown his code (and I feel pretty confident about it), that'd be me.
2. Leah Culver posted here once. Apparently the author of SICP has visited too.
3. It's not that concerned with programming. As a result, its atmosphere is a bit easier to breath in.

1) FrozenVoid, without a doubt. He's proven himself time and time again, unlike the fibs and fact weenies on prog.
2) Nobody, although Leah Culver once posted here. GJS Sussman also wrote an email about prog, be AFAIK he's never posted here.
3) /prog/ has its own memes and culture, completely separate from mainland 4chan.
