I made a new partition and put the linux kernel source in it with the idea of fucking with it to learn about it for fun, however, I'm having trouble figuring out how to compile it correctly and then be able to boot into my newly compiled kernel. Suppose I made a partition mounted to /mnt/devel with the linux source in /mnt/devel/linux, where do i get started or what is a good resource for this? I googled for a while but everything I found was about installing linux for the first time, and didn't help.

No, the users are not those who touch it, really. The build managers of different Linux distributions do tweak the kernel for their releases, that's what I'm sure of, but I see no reason for common users to fuck around with their kernels anymore. I do remember what it was like in 1997, being a redeemed oldfag and a distinguished MASTER OF SCIENCE IN ENGINEERING, but no, users don't configure their kernels anymore.
