Database

So I have to make a database for class and I can program well enough in c to get by but I'm not sure how to go about compiling/creating a database.  I've got to create the tables then load some supplied data into it.  Any suggestions as to getting started?  I downloaded SQL Server off dreamspark but it was confusing as hell and I couldn't figure out where to start in that one.  I was also considering MySQL but I don't know what to download for that one as I hate working through command line.  Environment plz.  So suggestions/instructions/ridicule?
