Yes, MrVacBob not only rewrote most of Shiichan, but is the admin of the textboards.

As to the OP asking why the textboards (or world4ch, if you will) use version 3955 instead of 3956 of Shiichan, I don't think that matters. (Is there really THAT much of a difference between the two versions?) There also has been the modified version by MrVacBob posted on /prog/ somewhere.

I think Shii is an moderator on 4-ch these days. (www.4-ch.net) Unless he is no longer a mod there as well.
