What's this field all about? Does one begin by studying natural languages or computer science ("actually, that's a terrible way to start..." etc)?

Computers would be perfectly able to understand Lojban, wouldn't they? Implement Lojban in LISP, then other natural languages in terms if Lojban, etc...
