It does the exact same thing as sageing every other thread does: it expresses discontent with the thread's contents. It also stops it from being bumped to the top, but given /prog/'s pace, that's just symbolic anyway.
no, that's the complete opposite of what sage does. sage expresses that you think your post isn't important enough to bump the thread.
