If you are a wimp, do it using SQL.

If you are a real man, do it in H.264, with a wrapper that flips certain bits on the bitstream depending on user input (it's decoded as video).

In all seriousness, I'd recommend XNA's Not Acronymed and C# (the devtools are free), or Panda3D + Python.
If you're just interested in creating a game, and not creating the graphics/audio/input/ai/ etc.. subsystems, then probably pick up one of those game maker programs.
