It's a reflection in the water. However, the reflection is quite clearly wrong. This is a shocking breach of realism¹ that just destroys the feeling of immersion.

In the first panel, we see a man driving home in the dark.
We see the man lives alone, presumably no partner, family or friends.
Third and fourth panels are filler.
In the fifth panel, we can see the man browsing the /prog/ world4ch text boards, using the ``pseud0ch'' stylesheet. Interestingly, the page takes up the entire screen space.
In the final panel, we see the man hallucinating as he realizes the absurdity of his situation.
