seems pretty easy just a few search algorithms nothing special.

This is a fairly easy search

You will want to start at the end of the 30 days at each possible casino.  Take the 30 day value and put it in an array representing value of that spot.

Than for each position check adjacent values for the 29th day.  Keeping only the greatest number for each spot.

So you keep a 9 integer array and just update it with maximal value for each position at each day.  Do this until you reach day 1. (also keep track of the travel path)

out break is pretty simple too

The trick is to apply the value in the hospital to the order of the student.

Also some are set, for instance S1 always goes to H1, S2 to H1 etc.  There is no optimization you can do for these students except use them to pushers others out and spread disease.

Basically the solution space isn't that large if you look at what actually affects the living rate.
