So, /prog/, I'm interesting in trying to make my normal day to day activities pc sync with my linux debian server on routine to make automatic updates. Would this be feasible using bash or some sort of shell script? What would I need?
It seems to be more practical if I were to set up the script on my server, and set up my pc as the rsync server so that everything could be copied from my pc to the server. This sound about right?
for large files (media and etc) it would probably be easier to set up a file server and not check those in, for the rest vcs gets you versioning, encryption, simplified backup, etc.

I just want it to be able to check my pc's files, look for differences (say I downloaded a new movie); and if it finds a difference, it'll grab it, if not, it'll move on.
I've been using this for years to synchronize between Linux, Windows and my MP3 player.
You just have to add a few options to your profiles, depending on what kinds of systems are involved. For example perms = 0 if syncing between a Linux and a Windows host to ignore differences in file permissions and some performance tweaks. It's all documented however.
