Are you actually quite keen to give programming a try? But memorizing tons of commands to realize simple tasks scares you off?
Simply TELL your computer what to do by dragging the appropriate commands to the editor.
And isn't it the most natural thing to build a GUI using a GUI?

They're different things.
If you're writing the program, or are willing to spend time porting it, use MinGW.
If you want to do ./configure && make && make install, use cygwin (although you will probably have to fix some code even with cygwin)
Oh, and gnu autoshit is slow as hell in both.
