For /b/ it was inevitable. Eventually the media would learn about 4chan, mention it, people would become curious to see the community of which these funneh memes originated from.
For /prog/, that is not the case. Not everyone is interested in programming. In fact, only a few are, and a large portion of them are stupid java/etc programmers. Code monkeys that generally don't have any insight on what they are doing. /prog/ didn't have many of them, and because they were generally mocked, they either didn't make posts or just left the board.
The problem ofcourse comes from faggots seeking recognition, or some sort of power/control over the board.
You know, the "cool kids". The guys who have "invented" most memes, who generally have large influence over the board, who have others to praise them, etc.
You'll generally find these faggots in communities with names; such as reddit, IRC (#sicp is an example of faggotry), and of course other places.
