Need help figuring out a program

So I don't know any serious programming languages, but I can at least screw around with hex editors, so when possible I practice translating things using this method, and it's usually just tiny things like window sitters (gay though they may be, etc etc). I've got one I've been messing around with, but I can't figure out how the hell to do the first submenu (easy to tell if you bother downloading it). Could anyone help? Here's an RS of the shit.

The text was xor-ed, but when I started fucking with the text it wouldn't start anymore, so I just patched the code to use data from the cave at the end of the code section.
