It's true. A skilled but bad programmer will sit around play tic tac toe for 10 hours then write the program in 100 lines of simple code. A very good programmer will make sure he "works" at it nonstop and writes a 2000 line program with complicated code, and charges double.

What is /prog/'s opinion on this?
