Well, there are a variety of cool developer toys (Core *) that aren't in GNUstep yet. But mostly people develop for OS X because unlike GNUstep it actually has users.
That's because GNUstep isn't using the BSD license.

I don't write for either, but as >>3 said, GNUstep is currently lightyears behind Cocoa. Also, no one really uses GNUstep because they've adopted an ivory-towerish approach to supporting existing GUI environments. It's a shame, really, because GNUstep would've been a superior choice for the FOSS GUI.
