Image recognition

I started programming in vb6 years ago.... then in vb.net. now i just use it for when i need it. but im interested image recognition. more specifically using a video feed to track a laser pointer and basically just draw or whatever with it. im sure i COULD do this with vb.net but what would be better? ive got visual studio so c# or c++ would be a good answer for me. but as long as im learning something totally new i might as well start with the right thing.
