No, but you can get a list of usernames and password hashes using various methods. You will need to gain Administrator or SYSTEM access somehow, or grab the SYSTEM and SAM registry hives offline. Then you need to crack them - i.e. hash lots of different passwords to find a match, or using a pre-built lookup table (rainbow cracking).
