No. Every time you post, post.php reads the file temp/[your IP address].flood. If it doesn't exist, it lets you post. If it does it checks the current time against the time listed in the flood file. If they're not sufficiently different, it will refuse to let you post. Otherwise it posts - and after it has posted, it updates the flood file with the current time.
