C99 and D apparently handly complex numbers properly. C99 also has the restrict keyword that prevents pointer aliasing, potentially allowing C to perform as well as Fortran.
Of course, there aren't any fully-compliant C99 compilers out there. AFAIK, GCC comes the closest, and I doubt it has much hope against commercial Fortran compilers.
