It's called a disassembler.  I'd say OllyDebug (use teh googles).

A combination of the already mentioned OllyDbg ( http://www.ollydbg.de/ ) and IDA ( http://www.datarescue.com/ ) can work miracles on most applications. Ollydbg is free and IDA has an old freeware version 4.3 that works fine for most things. Speaking of OllyDbg, it looks like they will have version 2 out after all

A long time ago I used and liked W32Dasm, but it may be too old/surpassed by newer software.

No, dickhead - it depends what you're decompiling. For example, Java and .NET bytecode decompile to some pretty readable stuff. As does some pre-.NET Visual Basic.
