I dunno how good of a programer you are, but here's some ideas:

gui frontend to irssi
p2p tool specifically designed for ebooks and/or manga (or at least an open source package that can do something like what gotlurk.net does)
if you're into math, you can make a program for creating the illustrations for math textbooks.  (to my knowledge no such program really exists, and I'm sure a lot of people could use it.  math teachers the world over will be sucking you off.)

if you don't want to/can't make those, just make a game.  you'll at least have some fun and get better at programming.  maybe you could find an artist somewhere on 4chan who would be willing to help you.  (play Cave Story if you want some inspiration to make a game, srsly.)

What's wrong with BitTorrented archives ? You just have to set small enough chunks.

If you're a good programmer, browse open source projects and look for one that you like / use a lot / would use if it had some feature. If you're not a good programmer, learn PHP (it's easy and you can see results faster than with usual programming languages) and go help the folks at phpBB. The incoming 3.0 has potential.
