C header files

I am trying to compile netcat on windows XP.
It says I need some header files, but I assume that I would need the library files as well...

Any good sources on reliable header files?

If I made a compiler, I'd release it with Anonymous Public License, which states you may use it freely as long as you publish the executables you produce for others not to waste their time compiling (hi Linux tards).

OP here.
I decided to decompile the binary with ollydbg and just write a couple encryption routines in asm...

BUT I WOULDNT MIND KNOWING OF A HEADER SEARCH ENGINE, like "Looking for packet.h" OH THATS FUCKING WINPCAP FOR WINDOWS or LIBPCAP for LINUX

% find /usr/include -name packet.h
