Filtering and getting random spreadsheet rows

I was thinking of donig something like this in excel: http://img170.exs.cx/img170/1358/excel6vz.png

Does anybody know how I would be able to randomly select rows that have an index value within a range I can change? Sorry if it's kind of confusing; take a look at the pic if you don't get what I mean.

I was thinking about doing it in excel, but with the amount of data it'll be going through, that may not be the best option. (~300 rows, 5 columns)

So, if not excel, what would be the easiest way to store data and make a program like this?

Seriously though, have you checked Excel's random function? You can surely use two other cells as indexes to calculate * and + factors for it.
