Forming a monopoly is very difficult in the unfettered competition of a free market, only businesses with a temporary technological lead like Standard Oil and Microsoft can get close, but rarely do they ever totally control a sector. You don't need the government to step in with anti-trust laws.
If anything, the government interferes with market forces, making economic calculations less efficient and making it more difficult for small businesses in favor of big cartels.
