Thomas Jefferson said "Every constitution, and every law, naturally expires at the end of nineteen years. If it be enforced longer, it is an act of force, and not of right."

explain why it cannot be rewritten?

There has to be SOME law enforced if you want to have rights because you have rights, as opposed to having rights because you've got the biggest gun. The latter is actually no different than a dictatorship; those too go by the biggest-guns strategy.

Just remember the anarchistic truism: My freedom ends where yours begins.
