Virtual Global Country

Social/political experiment:
It is fully possible in this day and age to create a virtual online country.
that being said, if structured properly with a proper constitution, i wonder if a incorruptible government is now possible.
proposed requirements:
executor(leader) acts as the hand of the government.
if executor refuses to take an action,
he may resign and a new executor may be appointed,
otherwise he shall be removed from his position as well as lose his citizenship
council(government entity) acts as the orginizational tool of the country
they decide on new laws they would like to see passed and create polls for these new laws
laws may only be passed if they have a majority vote by the citizens
citizens must have the ability to create petitions to appeal government actions
citizens must have the ability to create petitions to remove government officials

the key to an incorruptible government is that it must act as the hand of the people and the people must have the power to remove the government peacefully through legal process should it fail to act on their behalf.
creating such a virtual country would be the ultimate political and social experiment. that being said, what are your thoughts on this "human collective"?
