I think people do this as a form of denial, that the "other" only does bad, everyone else is "normal" and aren't capable of doing wrong. The same exact concept applies to anything bad that happens and whoever did the crime was "crazy" or "out of the norm". They can't stomach the idea that a regular person can be capable of such awful deeds (You think Clinton, Bush and Obama are losing sleep over the deaths that their foreign policies have caused?), and so they try to rationalize (or irrationalize) it as the person belonged to the "other" and that's that.
