If this overly free capitalist market were to become less free, the power structure would not change, the cartels would still be around and have influence over the management of the new regulatory bodies, just as they had influence over the markets beforehand. The crux of the matter is under what conditions the small powerful cliques have more power over a bureaucracy than over an autonomous system like a free market.

If the government is small enough for the average voter to get to grips with then the cartels would not be able to pass any regulations under their noses, if the government was a bloated bureaucracy that not even the experts can fully understand then these cartels will fast track bills through the system like hotcakes with few people taking notice.
