If you kill every policeman (like they did in Russia during 1917), there will be no one "to paint you as the bad guy"
No peaceful protest will ever give your anything. Our only chance is to organize and kill all the defenders of the State in time when they are most vulnerable - bomb their houses, kill them and their relatives.
Attack the regime - start from publicizing home addresses of every policeman. There should be mass hatred towards them.
