Is policing and execution of law truely worth the expenditure or does intimidation of the rich/lawyers/lack of community support mean they shall never truly be effective and at there job and therefore incapable of protecting those truly in need? After all, where I live there was a Police Chief who let his daughter drive impounded vehicles while high on meth (at least that's all that was published), a pedophile mayor, minors intimidated by law enforcement into sexual favors, etc, etc, etc, etc...
