Constitutional changes require all 50 states to agree to the change, which requires massive amounts of voting and political bickering.
That's why Liberals today don't bother with such things and just run to a single lbieral judge to re-interpret the Constitution and get it to "imply" things it clearly does not even say to serve their goals.
