Why did the democrats did not pass a budget?

My country is amidst a government shut down becuse of no budget being passed.

My question is,
 Why didn't the democrats pass a budget months ago,when they had Both the House of Representatives, Senate under their control and not to mention their president to pass the budget?

Because they were waiting for the economy to recover since any budget cuts will kill the recovery at this point.

To about now, they pushed up until the limit.  We'll see how that serves them.
