Yes, pacifism is worse than jingoism.
Why? Remember middle school? It was always the kid who did nothing that was seriously bullied. Of course war is not a playground, however politics often is and in their ivory towers leaders see the world in the same way an amoral sociopath would, they are only willing to cease aggression when there is no longer anything to gain, they will continue making demands until they are met with resistance, the more they are appeased the more they will believe that the balance of power is shifting and the more likely they are to call their opponent's bluff when they finally draw the line. I'd go so far as to say that pacifism and appeasement is the cause of more wars than outright aggression.
