No it's not.  The point is that it's ALL about the race.  I know some racists who are downright conservative, and some nonracists who are communists.  The difference is focus -- if I'm concerned about economic issues, I'm leftist.  If I'm concerned about race issues, I'm racist.  They aren't the same thing.
