Tax plastic surgery at >50% of the costs to the individual getting the operation performed; the key here is not where the operation is performed but where the person ultimately resides.  You can't go to Singapore for the operation and then come back to California and not pay for it.

Surgical reconstruction is not covered by this tax.  Patient-driven plastic surgery only.
