Who believes their policies are actually worth something?

This is what the xenophobes do.  They engage in gross sophistry, alarmist rhetoric, and whine about how they are being victimized.  The best way to build a larger, more powerful industrialized(no matter what industry) nation is by increasing your population.  You are a nationalist, aren't you?  These kind of people(BNP supporters) are just afraid of progress.  Well listen up boys; The only thing in the universe exempt from change is a closed mind, and even that eventually disappears. 
I know that there are things that I, and most of my people have learned that are more important than all of us.  That's one of them.  And I know that the most important thing I can do is to teach these things to people. So I want as many new people around as is possible.  And I will be changed by them.  But not as much as they will be changed by me.  And as for those few of "my" people who aren't able to keep up; well... as with anyone  else in need, I'll make them as comfortable as I can, and eventually they'll disappear.
