Brain size doesn't matter, what matters is the density of grey matter. Even then, humans use at most 10% of their brain at the time; the rest is backup in case of something severe, like encephalopathy, so that with time one can recover with but minor damage toward their reasoning abilities.
Different IQ-test scores can be as well explained by a pathological culture and improper education.
What makes races distinct, of course, is their genomes,
