King Leopold II was not a mass murderer

He only killed thieves and rapists. Is it his fault half the Congolese population were thieves/rapists? I don't think so.

most of them had committed theft or rape or had the intention of doing so, so there was net good achieved in killing all of them, seems reasonable enough,
