King Leopold II was not a mass murderer

He only killed thieves and rapists. Is it his fault half the Congolese population were thieves/rapists? I don't think so.

King Leopold II never ruled over the Belgian Congo! It was his private territory until his death, when he was forced to give it to Belgium and it became the Belgian Congo.
