Incorrect. She illegally gained access to the trooper's files. Then illegally pressured his Lieutenant to fire him. Then illegally fired the Lieutenant when he refused to break the law for her.

What the trooper did doesn't even enter into it. She broke the law multiple times and abuse her powers. She is going to be removed from office over this. If she had an honor she'd step down from McCain's ticket too.
