I think completely unfettered laissez faire is the best option for this country. No tariffs, no subsides, no aid, no charity, just free trade. The economic situation would be so dire the unemployed will be desperate to find something economically productive to do to trade with the country's elite for enough food to eat, likewise as the masses become unruly the elite will in turn have to find a new way to make money to pay for armed forces and trinkeys to keep them satisfied. So they will all get smart and the economy will recover.
