Every citizen gets a vote for local government and a vote for central government. The central government serves as an official bureaucracy for the democratic process, decides how much tax is levied to support the military and to ensure that local governments follow the constitution, local governments decide amongst themselves which laws they share. Local governments obey the constitution word for word and can split into another local government or merge with another consenting local government as part of a party's manifesto.
Best economic system = completely unfettered laissez faire capitalism. Only state intervention is in the form of law enforcement, property rights and enforcing legitimate business arrangements, all except those related to maintaining the social contract have to be paid for.
