It's a troll.
However the dedication of this particular troll whom appears in every thread with the same all caps strawman strongly suggests it is a butthurt minority attempting to emulate the bigotry he himself has been profoundly trolled by.
Such inferior specimens have had every opportunity to argue that variation between individuals within a race is more significant than variation between races and we should all be judged by merit. Unfortunately being judged by merit is the last thing these people want, it is as if they would prefer to be bullwhipped back into the cotton fields than admit they are incapable and it should be a crime to force future generations to have their corrupted genes.
