I thought the goal was to provide for EVERYONE and not just those who could get jobs that had preventative health care as part of an incentives package.

You do not need to be wealthy white middle class suburbanite to make healthy choices.  And as long as other people fail at their life habits there should be no reason for responsible people to foot even a fraction of the bill.
